When measuring a capasitor why does og tester's needle waggle a little then indicate infinity?

You are discharging the capacator using the og meter vane movement to dissapate the stored energy. Once the capacator is discharged then it reads infinity. You need to know how a meter works first before you can ever understand the circuit.
